PV-Implement – Methodology and platform for accelerated photovoltaic planning in the state of Saxony-Anhalt
Duration: 01.01.2025 to 31.12.2027

The space- and time-efficient expansion of renewable energies is essential for sustainable and climate-friendly energy supply and security in Germany. Extensive and time-consuming preparatory work and analysis must be carried out to identify and evaluate the untapped potential of PV installations in urban structures and higher-level planning areas. These restrictions often stand in the way of an accelerated energy transition and the expansion of PV systems in the state of Saxony-Anhalt.
Depending on the characteristics of the planning area and the renewable energy technology to be implemented, different influencing factors must be taken into account. Criteria such as technical connection conditions, existing grid infrastructure, structural restrictions, monument or nature conservation, etc. are decisive in identifying PV and land potential. This is particularly true in more structured urban areas and when designing and installing photovoltaic systems on existing sites.
This initial situation illustrates the degree of difficulty of the planning situation, which makes it almost impossible to achieve sustainability goals more quickly with the methods and instruments established to date.
The aim of this project is to develop a novel potential analysis methodology for the accelerated planning and implementation of photovoltaic (PV) systems in Saxony-Anhalt.
This new methodology is also to be implemented at the instrument level using innovative technologies (e.g., digital twins and the latest drone technology) in a newly developed analysis and planning environment. This platform will allow users to intuitively carry out spatial analyses and planning in the PV energy sector in an accelerated process.
